Public accountability inadequacy in Canadian Universities

The paper that I mentioned is by Morton Nelson and others from Wilfrid
Laurier.

It is entitled "Public accountability inadequacy in Canadian universities,
1990-1996."

The authors examined the audited statements of the 49 Canadian universities
and found them woefully wanting. They grade them on a scale of 0-100, which
they describe and discuss. .

The average Canadian university score is 14. For comparison, UK averages
19, and New Zealand 86.

The highest latest score in Canada is Calgary with 24.5. The University of
Toronto gets 14.3, York University gets 14.0.

One of the things they hint at very broadly is that the poor reporting might
be related to underlying poor management. That is the scary part to me.
