[S] Update of the rpart library

An updated version of the "rpart" library is now available. Brian
Ripley is housing a copy for Unix and for Windows (see below),
and soon the updated version should be on statlib. The Windows version
exists thanks to Brian.

Rpart is essentially an implementation of the Classification and Regression
Tree (CART) methods of the Brieman, Friedman, Olshen and Stone book, and
has very similar features to the commercially available CART software.
Since the word "CART" is copyrighted, and "tree" has been used, we chose
Recursive Partioning or "rpart". Several examples are shown within the
technical report that are also included in the shar file.
