The help.start function takes a vector argument of strings used to modify
the look of the window. The actual form of these arguments will be
dependent on the windows system you are using but the following should
work for what you want.
help.start("-bg white")

To also change the lettering to (say) blue use
help.start(c("-bg white","-fg blue"))

I also find the default color scheme for the help window unreadable.
You can accomplish what you want with

help.start("-bg white")

(This is with S-Plus 3.4 on Sun Solaris 2.5.1.) Other aspects
of the windows can also be changed using X-windows options. See
the help file for help.start().
