[S] loading c codes to Splus on PC

I used PC Splus recently and need to load C codes to read binary data object.
(I have used UNIX Splus for most of the time) I am unfamiliar with PC platform
software developing. I have the following questions:

1. Do I need to recompile the c source codes (seems to )
2. which dynamic load S command should I use on Windows NT, dyn.load or
dynload2, or others?
3. does WIndows NT has the same propotol for storing floating points numbers.
I.e., is a binary data file from UNIX the same and therefore readable
on Windows NT?
