Thanks to Tim Hesterberg at statsci and Brian Ripley for a collection
of possible solutions to the color conflict problem. Experimentation
revealed that Netscape was indeed the culprit. The various
solutions included

1) run netscape with the -install switch

netscape -install

this works, but has the side effect of producing wild
color oscillations as you select/deselect focus on the netscape
window.

2) Set the X resource (in .Xdefaults)
Netscape*maxImageColors: 64

this had no affect, I went as low as 8 without success; netscape
seems to be ignoring this setting, though it does read the other
defaults I have set in that file.

3) run netscape with the -ncols switch (BDR)

netscape -ncols 128

worked like a charm.
