As soon as we leave the world of science and technology, there is a
need, as you say, to grab the reader's attention. However, it is not
necessary to sacrifice the accurate presentation of information to do
so. We can change the tone of a graph or add attention-getting
decorations as long as it's done outside of the scale line rectangle.
An example appears on page 59 of Tufte's THE VISUAL DISPLAY OF
QUANTITATIVE INFORMATION.
